Titov suggested hiring convicts more often – Kommersant

Presidential Commissioner for the Protection of the Rights of Entrepreneurs Boris Titov proposed to fill vacancies in production with the help of correctional centers of the Federal Penitentiary Service (FSIN). In his opinion, those sentenced to forced labor are “a permanent, disciplined workforce.”

He recalled that since 2020, sections of correctional centers have been created in Russia directly at enterprises. The Ombudsman clarified that those sentenced to forced labor live in dormitories under guard and work at the same enterprises. According to the statistics of the Federal Penitentiary Service, about 1,700 employers use the services of more than 26,000 convicts, and the Federal Penitentiary Service is “ready to increase the offer.” “Therefore, those who are particularly suffering from a shortage of personnel – contact us, the Federal Penitentiary Service is waiting,” Mr. Titov urged (quote from Interfax).

According to an article in the journal “Social and Labor Research” All-Russian Research Institute of Labor, Business and Government could attract at least 150 thousand convicts to cover the shortage of personnel in Russia. Approximately the same figures were given by the Federal Penitentiary Service, which has already sent prisoners to production.
