From April 1, the government may launch an experiment on labeling radio electronics. At the first stage, we are talking only about lighting equipment, officials emphasize. At the same time, the authorities intend to introduce a scrap collection on foreign electronics, the proceeds of which are planned to be used not only for processing, but also to support Russian manufacturers of equipment and components.
“Kommersant” got acquainted with the minutes of the meeting, which was held on February 2 at the head of the Ministry of Industry and Trade Denis Manturov about the “industry gathering in the radio-electronic industry.” It follows from the document that the government plans to introduce an industry-specific fee for radio-electronic products, while simultaneously launching an experiment on its labeling.
According to the interlocutor of Kommersant, close to the government, in terms of the disposal fee, we are talking about its introduction to electronics containing gold and rare earth metals. “The measure will apply only to foreign products, the funds will go to the processing of electronics and components, as well as support for Russian electronics manufacturers,” he said.
In the spring of last year, when preparing a program for the development of the Russian electronics industry, the implementation of which was estimated at 2.7 trillion rubles. until 2030, the government considered the waste collection as one of the financing mechanisms (see Kommersant dated May 17, 2022).
Regarding labeling, Kommersant has a draft government decree, from which it follows that the experiment will take place from April 2023 to August 2024. The list of marked goods will include sockets, light-sensitive conductors, lamps and lighting equipment, in the future it is planned to “phased expansion of the range of radio-electronic products as part of the experiment.” The operator of the system will be Center for the Development of Advanced Technologies LLC (CRPT).
The government decided to create a unified product labeling system at the end of 2017. Now it is necessary to label, for example, tobacco products, shoes, medicines, dairy products. For each unit of goods, the manufacturer or importer must attach a stamp with a unique code or print the code on the label. There is a charge for each stamp.
For the first time, plans for marking radio electronics became known in August 2021, the experiment was planned to begin in 2022. Then it was planned to label not only components, but also end equipment: smartphones, laptops, e-books, etc. (see Kommersant dated February 14, 2022). But the draft resolution on the experiment, published in May last year, lists only a narrow list of goods: lamps, LEDs, transformers and semiconductor devices. The marking experiment, according to the document, was planned to be carried out from July 2022 to August 2023.
Sources of Kommersant say that in fact the experiment was never launched due to disagreements between officials and companies around the nomenclature of marked components. Market participants, explains one of Kommersant’s interlocutors, are afraid of difficulties due to the fact that some of the components that are planned to be labeled are used not only in lighting engineering, but also in industrial equipment, ventilation systems, video surveillance, etc.
The TsRPT assured that the marking will affect only lighting equipment, and the initiators of the experiment were the specialized enterprises themselves, which are “interested in the fight against counterfeit products.” “According to industry associations, the level of counterfeit goods on the market exceeds 20%. Domestic producers cannot compete with gray goods illegally imported from other countries,” the CRPT explained.
The head of the ANO Consortium Lighting Engineering (according to Kommersant’s information, the organization asked for marking) Olga Grekova did not answer Kommersant’s calls. But the position of the CRPT is confirmed by the Ministry of Industry and Trade. They clarified that the experiment is planned to be carried out in relation to finished lighting devices, as well as certain types of their components and components.
