The head of the Central Bank, Elvira Nabiullina, spoke about the situation with the blocked assets of Russian companies and Russians in the international depositories Euroclerar and Clerstream. According to her, it is known about single positive and negative responses to applications, but the general trend is not yet visible.
“We are aware of so far isolated cases of both the issuance of permits and refusals. We do not yet see a trend for defrosting. Nevertheless, NSD and relevant professional participants continue to work to protect the rights of our retail investors,” she said at a press conference.
Earlier it became known that Bank Saint-Petersburg became the first of the Russian banks to which the Belgian Treasury issued a license to unlock assets on the account of the National Settlement Depository (NSD). This was announced on April 18 RBC.
There are two major international securities depositories in Europe – Euroclear and Clearstream.
In mid-2022, NSD hit under EU sanctions. The movement of the majority of Russian securities is carried out through the depository. Being blacklisted means that Russian holders of foreign securities will not be able to sell them or receive dividend or bond payments.
On December 20, NSD received permission to unlock foreign assets from the Luxembourg Ministry of Finance, and on December 22, from the Belgian Treasury. At the Central Bank then declaredthat the permits of the European authorities to unlock assets do not guarantee their return to investors.
