It is also allowed to acquire or receive permits, licenses, registrations or certificates to make payments to the Russian Central Bank (CB), the National Wealth Fund (NWF) and the Ministry of Finance, if these payments are “carried out in the usual manner and necessary for their daily life.” New license (.pdf) is valid until December 7th. Previous released May 25th, expired September 30th.
