As Kommersant found out, Severstal refused to run the first sample of the gas turbine GTE-65 Silmash. The companies stopped the project due to economic problems amid sanctions. As a result, the machine can get “T Plus” for the power unit under the modernization program. However, putting a prototype at a thermal power plant is risky due to possible frequent shutdowns of a new machine, analysts warn. In their opinion, in such a situation, T Plus may ask Silmash for a substantial discount.

Severstal will not install the first prototype GTE-65 gas turbine manufactured by Power Machines at its own CHPP-PVS to supply the Cherepovets Metallurgical Plant. This was reported by Kommersant’s sources and confirmed in both companies. The main shareholder of Severstal and Silmash is Alexey Mordashov. Initially, it was assumed that the GTE-65 would be delivered to the Severstal CHPP at the end of 2024 for a run-in before going into serial production.

Russia does not produce its own gas turbines of medium and high power. Silmash is developing two machines – GTE-65 for 65 MW and GTE-170 for 170 MW. Silmash received a subsidy from the budget of 5 billion rubles. for the development of turbines, Timur Lipatov, who then held the post of CEO of the company, told Vedomosti in 2020. He estimated the total cost of the project at 17 billion rubles.

Silmash and Severstal claim that the suspension of the project is a joint decision. Severstal explained to Kommersant that, after joint studies, they decided to “ensure generation in a comparable volume through other measures, including modernization and reconstruction programs.” “The decision was made to increase the efficiency of capital investments in an unstable environment,” Silmash added. The planned completion date for the prototype GTE-65 is the end of 2024. The project was terminated due to the optimization of the budget and CAPEX of Severstal in 2022, the Kommersant source specified, but they can return to it. Severstal is under blocking U.S. sanctions and has reduced its steel output by 8% year-on-year in nine months of 2022.

“Silmash” is unlikely to be able to find another site for running in the first sample of the turbine, three interlocutors of “Kommersant” believe. In their opinion, the only option is to install the machine at one of the T Plus power units: the energy company planned to install GTE-65 turbines at Saratovskaya CHPP-1 and Permskaya CHPP-14, but the contract with Silmash has not yet been signed. Silmash told Kommersant that “they are at the stage of discussing the conditions.” T Plus did not respond to Kommersant’s request.

T Plus will build two combined cycle units at Russian gas turbines under the modernization program, their launch is scheduled for April 1, 2028. According to the government decree of 2021, the CAPEX of the project at the Saratovskaya CHPP-2 (115 MW) is 8.68 billion rubles, the project at the Permskaya CHPP-14 (105 MW) is 8.21 billion rubles. The company will return investments through increased consumer payments. The total revenue of one power unit “T Plus” can be from 18.4 billion rubles. up to 27.7 billion rubles. for 15 years of operation, depending on the level of block loading, notes Oleg Dudikhin from Kept.

Silmash plans to produce the first prototype GTE-170 in autumn 2023 for Tatneft’s Nizhnekamsk CHPP (195 MW). However, Tatneft postponed the launch by a year, until December 1, 2025 (see Kommersant dated July 25). The CAPEX of the project is 5.42 billion rubles. GTE-170 is planned to be installed at the power units of the Kashirskaya GRES (900 MW), selected in 2021 at the competition for projects on Russian turbines. The CAPEX of the facility is RUB 63.1 billion, the planned launch is January 1, 2028.

From a commercial point of view, installing a pilot turbine model at a thermal power plant is quite risky, warns Oleg Dudikhin. He believes that energy companies need to be prepared for frequent turbine shutdowns and long downtime. Pilot operation reveals a large number of “childhood diseases”, besides, for pilot samples, a system of service maintenance and supply of spare parts has not yet been formed. These circumstances can be used as arguments for significant bargaining for the amount of the contract with the manufacturer, the analyst believes, despite the possibility of canceling penalties for late commissioning.
