The structure of Rosatom became a supplier of electricity in the DPR, LPR, Kherson and Zaporozhye regions

The government has appointed a structure of Rosatom as the supplier of electricity in the new territories: it will buy electricity at tariffs from local power plants and at market prices from stations in neighboring regions of Russia. Generation in the DPR, LPR, Kherson and Zaporozhye regions, according to the Ministry of Energy, covers approximately 70% of their consumption. According to government plans, new regions will be fully integrated into the wholesale energy market of Russia by 2028. Distribution power grids will be under the jurisdiction of regional authorities, Rosseti is already engaged in backbone networks, and local generation will be transferred to large energy companies with state participation.

The structure of Rosatom will become the sole supplier of electricity in the DPR, LPR, Kherson and Zaporozhye regions, follows from a government decree published on August 17. Energy supplies to the new regions will be handled by United Buyer LLC, established on July 17: according to the Unified State Register of Legal Entities, 99% of this company belongs to Atomenergosbyt, and another 1% belongs to Atomenergosbyt Business. The “single purchaser” will buy electricity at tariffs from power plants in the new territories, and part of the electricity at market prices in neighboring regions of the Russian Federation.

The “single purchaser” will supply electricity to guaranteeing electricity suppliers (SOEs) at regulated prices. Atomenergosbyt’s structures, such as Energosbyt Donetsk, Energosbyt Lugansk, Energosbyt Zaporozhye and Energosbyt Kherson, also received the status of SE in the new territories. Rosatom told Kommersant that the new structures, by order of the government, will begin to perform the functions of a state enterprise from October 1. For legal entities, the procedure for concluding an energy supply agreement with a state enterprise is simplified, and for individuals, the agreement is concluded automatically. The decision of the government, they say in Rosatom, will allow “improving the quality of work with customers, ensuring guaranteed and reliable power supply to consumers, integrating the energy systems of new subjects of the Russian Federation into the Unified Energy System (UES) of Russia.”

At the moment, about 70% of the consumption of new regions is closed by local generation, the rest comes from the UES of Russia, Nikolai Shulginov, head of the Ministry of Energy, told Kommersant.

He noted that electricity consumption within the regions is gradually recovering. After the destruction of the Kakhovskaya HPP, the flow of energy to the Kherson and Zaporozhye regions from neighboring regions increased. According to the minister, an action plan is being implemented to improve the reliability of energy supply, including through closer integration of the energy system of new regions with the IPS of the South (creation of the so-called Azov ring).

It is assumed that the new territories will be attached to the first price zone of the wholesale energy market (the European part of the Russian Federation and the Urals) by 2028. The transitional period will be needed for “technological restructuring of the energy system and building commercial relations taking into account the existing network topology, the state of own generation, the balance of consumption and power, the possibilities of transmission over trunk communications, as well as the integration of economic relations of new regions into existing rules, technological and financial, of the functioning of the energy system RF”, continues Nikolai Shulginov. A separate issue is the forecasting of consumption growth and payment discipline, especially for industrial enterprises, budget consumers and housing and communal services. Therefore, Nikolai Shulginov notes, it was decided to introduce the institution of a single purchaser during the transition period, which will reduce the technological balances of consumption, internal generation and electricity flows both within the new regions and with neighboring regions of the Russian Federation.

Mr. Shulginov added that decisions have already been made and procedures are being completed to delineate areas of responsibility in the electric power complex of new regions.

Distribution networks in the new regions will be run by local authorities. Rosseti is engaged in the restoration and construction of main power grids. Generation facilities are transferred under the control of the largest companies with state participation, Nikolai Shulginov noted.

During the transition period, there will be a difference between the final tariffs for electricity and the costs of its production, transmission and purchase in the energy market. Nikolai Shulginov explained to Kommersant that the government of the Russian Federation would make a decision on the volumes and sources of compensation for the inter-tariff difference. At the same time, as tariffs are brought to an economically balanced level (comparable to the levels of neighboring regions) and payment discipline improves, the volume of the inter-tariff difference will decrease and reach zero within ten years.

A similar scheme of energy supply through a single purchaser was used in 2014 in the Crimea: they were assigned the Inter RAO structure – the Center for Settlements. The main difference was that the Crimea was technologically isolated from the UES of Russia, and the new territories have telecommunications with neighboring regions.

The power systems of the LPR, DPR, Kherson and Zaporozhye regions became part of the IPS of the South, Kommersant was told in the System Operator (SO; power system dispatcher). But for now, only the rules of retail energy markets will apply to new territories, by analogy with the operation of technologically isolated energy systems.

The procedures of the wholesale energy market, which provide for a competitive selection of price bids from power plants, will not be in effect yet, added to the SO.

The government has set the standard for electricity losses during transmission in the distribution networks of new regions at the level of up to 14% of the supply volume, and in the main networks – up to 6.5%, which is higher than the Russian average. Rosseti explained to Kommersant that the standard of 6.5% on backbone networks “is primarily due to the technical condition of the facilities at the moment.” The state holding will purchase electricity in order to compensate for losses from a single purchaser.

The FAS has already published proposals on the maximum and minimum levels of electricity tariffs in new regions from October 1 to the end of the year. The final tariff for the population within the limits of consumption up to 150 kWh per month in the DPR will be in the range of 1.1–1.87 rubles. for 1 kWh, in the LPR – 1.08-1.83 rubles, in the Zaporozhye region – 1.05-1.87 rubles, in the Kherson region – 1.05-1.78 rubles. The exact tariff, broken down by all volumes of consumption, will later be set by regional regulators. The FAS told Kommersant that “there will be no additional tariff burden for the population, since prices remain at the same level as now.” Tariffs for 2024 will be set as part of the general tariff campaign for the future period, along with the rest of the regions.

The final price for legal entities will consist of an energy tariff, a transmission tariff and a sales allowance. Electricity tariffs may amount to 1.91 rubles. for 1 kWh in the DPR, in the LPR – 0.76 rubles, and in the Zaporozhye and Kherson regions – 0.38 rubles. The range of tariffs for electricity transmission is 0.7–4.4 rubles. depending on the voltage level. Sales allowances will be set by regional regulators.
