The State Duma will consider a ban on advertising moonshine stills

A draft law on the prohibition of advertising equipment for the production of products containing ethyl alcohol at home has been submitted to the State Duma for consideration. The initiative was initiated by the State Assembly of Mordovia.
In an explanatory note to the bill, placed in the parliamentary database, it is argued that the easy availability of moonshine stills and their advertising lead to an increase in the illegal circulation of alcohol. “This situation leads to a decrease in revenues to the budget of the regions from excise taxes on alcohol produced in the Russian Federation, with a volume fraction of ethyl alcohol over 9%,” the authors of the initiative specify. According to them, the bill was supported by 63 regions.
In May 2021, the Office of the Russian Business Ombudsman Boris Titov proposed introduce a ban on the open sale of moonshine stills. According to Mr. Titov, such a measure will reduce the turnover of illegal alcoholic products.
