The State Duma recommended exempting farmers from taxes in four new territories

The State Duma recommended that the government consider tax exemptions for farmers in four new regions and the introduction of a preferential tax regime for farmers in regions bordering the Donetsk and Luhansk People’s Republics (DPR and LPR), as well as Zaporozhye and Kherson regions. The recommendations were adopted based on the results of the government hour with the head of the Ministry of Agriculture Dmitry Patrushev.

“Consider the issue of tax exemption for agricultural producers operating in the territories of the Donetsk People’s Republic, Luhansk People’s Republic, Zaporozhye region, Kherson region, as well as the introduction of a preferential taxation regime for agricultural producers operating in regions bordering the specified constituent entities of the Russian Federation” , – RIA Novosti quotes an excerpt from the resolution.

Same have been approved amendments proposing to define a special procedure for recognizing citizens of the DPR and LPR, Zaporozhye and Kherson regions as tax residents of the Russian Federation in 2023.

“It is envisaged to establish the conditions for the start of application and the procedure for introducing regional and local taxes in new territories, as well as the transition of taxpayers in these regions to the use of cash registers,” the State Duma reports.

Formerly Ministry of Economy announced adoption of a law on the creation of a single free economic zone on the territory of the DPR and LPR, as well as the Zaporozhye and Kherson regions, accepted into Russia. All four regions can exempt from paying income tax to the federal budget for ten years. Then the Federal Tax Service of the Russian Federation reportedthat in the territories of the DPR and LPR, as well as Zaporozhye and Kherson regions, special tax regimes will begin to operate from January 1, 2023.
