The only founders and heads of enterprises should be granted a deferment from military service as part of partial mobilization, Sergey Kazankov (KPRF), First Deputy Chairman of the Russian State Duma Committee on Small and Medium Enterprises, told Vedomosti. According to him, this could become an additional measure to support business along with exemption from filling out statistical reports.

“I think it would be more correct to give a reprieve to entrepreneurs who are the only founders and managers of the enterprise. Provided that before mobilization they paid taxes and there are employees at the enterprise, ”Kazankov said. He explained that this category of citizens is “an insignificant part” of the total number of those mobilized, but at the same time “they brought enormous benefits to the economy.” “I think they could be demobilized in the same okayas well as fathers of three or more children, ”said the deputy.

Prime Minister Mikhail Mishustin signed On January 16, a government decree on the exemption of entrepreneurs called up for military service as part of partial mobilization from the need to provide statistical reporting. This support measure will only apply to entrepreneurs who solely own and manage a business.

Exemption of entrepreneurs called for mobilization from statistical reporting and fines is a reasonable measure, considers the CEO of the Corporation SME Alexander Isaevich. “As a rule, a fine can come to those who fell into the sample as part of a statistical observation, but in this case, for objective reasons, they did not fill out and send the statistical form on time,” he told Vedomosti.

Isaevich also added that another measure to support mobilized businessmen, by analogy with credit holidays, could be leasing holidays offered by SMEs to the regulator in 2022. “Currently, there are no legislative norms that can oblige a leasing company to restructure a leasing agreement. Including because the main source of financing for leasing transactions are bank loans. In turn, banks have no obligation to restructure loans issued to leasing companies as borrowers,” he explained.

Delay or ignoring statistical reporting under the Code of Administrative Offenses of the Russian Federation entails a fine for the company from 20,000 to 70,000 rubles. and for its leader from 10,000 to 20,000 rubles, he explains. “In our opinion, the government could continue to support mobilized entrepreneurs, for example, automatically exempt them from filing reports for the period of service. Provide benefits or tax holidays for taxes for a certain period in the future, if the business has not closed,” Lysenko told Vedomosti. During the period of partial mobilization, companies and individual entrepreneurs (IPs) stop operating, violate their obligations under contracts, which can lead to bankruptcy, he noted. “I would like to give such companies and individual entrepreneurs the opportunity to restore their solvency,” Lysenko emphasized.

October 22 government approved deferred payment of taxes and insurance premiums for the mobilized, which also applies to entrepreneurs who are the leaders and at the same time the sole founders of their companies.
