The State Duma proposed to extend the powers of the business ombudsman to the self-employed

Deputies from the United Russia faction introduced a bill proposing to give the self-employed the right to receive assistance from the Commissioner for the Protection of the Rights of Entrepreneurs under the President of the Russian Federation, as well as business ombudsmen in the regions. “The commissioners will clarify questions about the rights and legitimate interests of the self-employed or send complaints to state authorities, local self-government, whose competence includes resolving the issue,” the message says.

In addition, business ombudsmen will be able to send a conclusion listing specific measures to restore the rights and respect the legitimate interests of the self-employed to the authority that committed the violation, they added. The effect of the law, if adopted, will be extended to the entire period of the experiment on the introduction of a special tax regime for the self-employed.

In an explanatory note to the published bill It is noted that the activities of the self-employed, as well as entrepreneurs, are risky.

“In this case, the activities of self-employed citizens should also be subject to measures of state protection of their rights and legitimate interests,” the authors of the initiative believe.

The bill was supported by the expert council of United Russia.

The Professional Income Tax is a special tax regime for the self-employed that started as a pilot in 2019 in four regions. At the same time, an application for the self-employed “My tax” appeared. Since 2020, the regime has been extended to all subjects of the country. It is assumed that the regime will operate for 10 years. Self-employed people can pay tax on income from independent activities at a reduced rate of 4% or 6% (for working with legal entities).
