The State Duma proposed to ban taxi aggregators with foreign owners

The State Duma Committee on Transport and the Development of Transport Infrastructure proposed to ban the operation of taxi aggregators with foreign owners in Russia, informed Interfax, citing a source.
This is an amendment developed by the committee to the government bill on taxis, which is to be considered in the second reading. The ban, the authors of the amendments emphasize, will not affect the countries of the Eurasian Economic Union (EAEU), as well as companies for which a separate permit from the President of Russia will be obtained. The amendments also include norms on compulsory professional training of taxi drivers, as well as the compilation of driver ratings.
It is noted that these amendments were considered by the State Legal Department of the President, who reported that they are of a conceptual nature, and therefore must be agreed with the government.
This initiative is opposed by the public organization Delovaya Rossiya. Its deputy chairman, Anton Danilov-Danilyan, explained to Interfax that now most of the largest aggregator companies have foreign minority and controlling owners. Under the ban, if adopted, may fall, in particular, “Yandex.Taxi, a joint venture between Yandex and the American Uber Technologies, registered in the Netherlands.
“If there are risks, let’s describe them, let’s look for other ways to reduce these risks,” Danilov-Danilyan believes. In his opinion, it is important to comply with the requirements of Russian legislation, and not the fact of the shareholding structure of taxi aggregators.
The bill “On the organization of transportation of passengers and luggage by passenger taxis in Russia and on amendments to certain legislative acts of Russia” was submitted to the State Duma on May 11 and adopted in the first reading on July 5. Formerly Vedomosti wrote on amendments made by deputies and senators regarding the requirements for taxi drivers and the responsibility of carriers and aggregators. For example, parliamentarians proposed to amend the bill so that carriers could share responsibility with aggregators to a greater extent.
