The State Duma obliged banks to return money transferred to swindlers to clients

State Duma accepted law on additional protection of citizens from financial fraudsters. Among other things, banks will return money transferred to scammers to customers. Law will enter in force one year after its official publication.
The adopted amendments will oblige banks and payment systems to suspend obviously fraudulent transactions between accounts of individuals, even if there is the consent of the client. “After the adoption of the law, banks and other operators will be required not only to check suspicious transfers more carefully, but also to take measures so that citizens’ funds do not fall into fraudsters. And those banks that will neglect these duties will have to return the stolen money to people, ”— commented Speaker of the State Duma Vyacheslav Volodin.
If a financial institution allowed the transfer of funds to a fraudulent account located in a special database of the Bank of Russia, it will be obliged to refund the money to the client. The bank must do this within 30 calendar days after receiving the application from the victim.
CB shapes base “On cases and attempts to transfer funds without the consent of the client” based on data received from banks and other payment system operators. It goes to all banks.
In 2022, the regulator reported an increase in the activity of bank fraudsters. In November he revealed over 110,000 attackers, the highest number since 2019. In the first quarter of this year, a record was also set for the theft of funds from bank customers – more than 4.5 billion rubles.
