The State Duma in the first reading adopted a draft on deferring payments on USSR-era deposits

The State Duma approved in the first reading bill on the extension of the suspension of compensation for funds that citizens invested in the USSR Savings Bank until June 20, 1991. It is proposed to postpone the resolution of the issue until 2027.
The explanatory note states that the entry into force of the law “On the basic cost of the necessary social package” will be postponed from January 1, 2026 to January 1, 2027. It provides for full compensation for deposits in Sberbank of the USSR and state insurance organizations. The State Duma has been postponing the law every year since 2003.
The explanatory note to the bill states that to pay compensation in 2024, 61.8 trillion rubles are needed, in 2025 – 64.2 trillion rubles, in 2026 – 66.8 trillion rubles.
