Deputies from the LDPR, the Communist Party of the Russian Federation, “A Just Russia—For Truth” and “New People” have prepared a bill on a complete ban on the retail sale of nicotine and nicotine-free vapes in the Russian Federation. The initiative is planned to be submitted to the State Duma soon, while consultations on the document are being held, he said TASS one of the developers, head of the State Duma Committee on Labor, Social Policy and Veterans Affairs Yaroslav Nilov (LDPR).

According to the explanatory note, vaping is promoted as a safe alternative to regular cigarettes, but “it causes irreparable harm to the health of both the smoker and the people around him,” and those who smoke e-cigarettes develop nicotine addiction. Lawmakers say nicotine-free e-liquids are not harmless either: They contain glycerin, propylene glycol, flavorings and thickeners, all of which can cause lung disease if inhaled as vapor.

“In order to save people, we believe it is necessary to establish a complete ban on the sale of vapes at the federal level. Although such a ban will lead to a loss of federal budget revenue, preserving the health of the nation, especially young people, is much more important for the future of our country,” said the authors of the draft law.

Meanwhile, the Moscow City Duma plans to appeal to the federal parliament with an initiative to introduce into legislation a mechanism for extrajudicial blocking of sites selling vapes. In addition, Moscow deputies will ask to introduce “a direct ban on the dissemination of information about distance selling of tobacco and nicotine-containing products.” The Ministry of Health of the Russian Federation supports the capital’s initiatives and at the same time asks to create a list of sweeteners and flavors prohibited for vaping.
