The State Duma adopted in the first reading bill about tightening the rules for the circulation of vapes. It prohibits the sale to minors of these devices, including nicotine-free ones that contain flavorings or additives. Advertising of all nicotine-containing products will also be banned.
The draft law was introduced last week and was sponsored by almost 400 deputies, including State Duma Speaker Vyacheslav Volodin. Commenting on the adoption of the initiative, he declaredthat vape liquids contain heavy metals and other chemicals, “the ingestion of which increases the risk of developing malignant neoplasms several times,” and “toxic vapors of vapes contribute to the formation of scars on the lungs and narrowing of the airways.”
In January, Mr. Volodin instructed relevant committees to prepare and submit a proposal to ban vapes in Russia.
