The State Duma adopted a law banning flavored vapes

On April 11, State Duma deputies unanimously adopted in three readings a law prohibiting the sale of vapes and electronic cigarettes (including those without nicotine), as well as their consumables, to minors. Initially, the deputies wanted to ban the sale of vape liquids with flavors and additives. But the final version of the adopted law states that the government of the Russian Federation has the right to create a “list of substances and additives”, adding which the sale of vapes will become impossible.
Merchants will have to re-equip points of sale in a special way. “Open display” and demonstration of vapes and electronic cigarettes in stores, as well as showing advertisements to children, are prohibited. It is assumed that the law will come into force almost immediately – 10 days after its official publication after it is signed by the President. And the amendment establishing the minimum price for nicotine-containing products – from September 1, 2023.
