Mintsify announced a number of measures to support the IT industry, and also announced the consolidation of the legalization of the use of foreign software by vendors who left the Russian Federation. On the one hand, this should prevent the penetration of “pirated” software (software) into the market, which will be impossible to compete with, on the other hand, the initiative may facilitate the purchase of foreign solutions, which will leave Russian developers without funding, experts say.
The head of the Ministry of Digital Development Maksut Shadayev at the annual meeting of the Association of Software Developers (ARPP) “Domestic Soft” at the Chamber of Commerce and Industry announced that the ministry intends to include in the directives for state-owned companies a condition for their full transition to domestic software by 2025. We are talking about those IT areas in which Russia already has strong solutions, among them, according to Mr. Shadayev, office suites and operating systems. The penetration of products of these classes, according to him, should reach 100% in state-owned companies by 2025. This is necessary to stimulate demand for Russian solutions, the minister said.
At the same time, by the end of April, according to Maksut Shadayev, the ministry will submit proposals on legalizing the use of software from unfriendly countries, and first of all, we are talking about specialized software, which has no analogues in Russia yet. According to Mr. Shadayev, the initiative is aimed at preventing Russian companies from using Western solutions for free.
According to the report of the Competence Center for import substitution in the field of information and communication technologies, which was also presented at the CCI, for 2022 the volume of IT purchases of specialized software in general by executive authorities and state corporations for internal use amounted to 34.9 billion rubles, while the share Russian software in the total amounted to only 5.53%.
For a number of classes of solutions, foreign products still prevail: for example, tools for distributed cloud computing are purchased from VMware, Huawei, IBM, Veeam, and IBM, DELL, VMware, Citrix are leading in terms of virtualization tools.
Aeroflot, Rostec, Gazprom, Transneft, Sovcomflot, Russian Railways did not respond to Kommersant.
The plan announced by the ministry to legalize the use of software from unfriendly countries means that the government will allow state-owned companies and businesses to use the software that they objectively cannot quickly replace, says Alexei Smirnov, chairman of the board of directors of Basalt SPO: “The company will have to explain to the ministry that , for example, there are too many business tasks tied to the program from the American Oracle, and it takes time when switching to another system.
However, the software of the departed vendors will be paid so that domestic products also remain competitive, Mr. Smirnov notes: “For this, the Ministry of Digital Development will create a special fund, where funds will be received from the purchase of foreign software, then they are planned to be used as collateral for preferential loans to Russian developers.” Dmitry Sokolov, director of the Association of Software Suppliers, agrees that it is necessary to implement a mechanism whereby users of software from departed vendors will continue to pay for its use.
The initiative of the Ministry of Digital Development is opposed by the Association “Domestic Soft” and the chairman of the board of the ARPP Natalya Kasperskaya. As Ms. Kasperskaya noted at the ARPP meeting, so far the conditions for such support for users of foreign software are causing disagreements: what prices will be for foreign products, with whom communication will be carried out during purchases. And most importantly, Ms. Kaspersky emphasized, there is a big risk that companies, including those with state participation, will stop buying domestic developments.
