The Neftyanik Kubani sanatorium on the coast of Anapa, unfinished by Rosneft, may be transferred to the state corporation Turizm.RF, which will begin auditing the facility. To complete the long-term construction, which will require an estimated 15 billion rubles, co-investors can be attracted. Despite the fact that Anapa is popular among tourists, finding partners for the state corporation’s sanatorium project will not be easy, experts believe.

Vysoky Mys LLC, a structure of the state corporation Tourism.RF, in August signed a contract with the Finexpertiza company to conduct an audit of the Neftyanik Kubani Sanatorium LLC. One of the goals of this work is to identify the risks that arise during the reorganization of a company through its merger. The transfer of the unfinished sanatorium to Vysoky Mys is carried out on the basis of an order of the Russian government. Turizm.RF and the government press service explained to Kommersant that in the future, investor proposals related to the completion or reconstruction of the facility may be supported. There are no plans yet to transfer other unused hotels or health resorts to Turizm.RF structures, the state corporation clarified.

Sanatorium “Neftyanik Kubani”, according to Kartoteka.ru, since August 2023 it has been controlled by the Federal Property Management Agency; before that it belonged to Rosneft structures. Back in 2008, this company announced the construction of a health resort on 4.8 hectares on Pionersky Prospekt in Anapa, on the site of the “Young Oilman” children’s camp. There was supposed to be a hotel with 260 rooms, a stadium with 1.5 thousand seats and a swimming pool for training Olympians. Investments in the project in 2008 prices were estimated at 9 billion rubles.

Local authorities had high hopes for the project, but the construction turned out to be problematic: the contractor did not complete the work in full, the contract was terminated in court, and financing was suspended. It was not possible to complete the reconstruction, although ten years ago the construction and installation work was considered 90% completed (see “Kommersant” from April 5, 2013).

“Neftyanik Kuban” will probably be transformed into a comprehensive tourism project “Vysoky Mys”. In July, the company entered into an agreement to prepare an architectural and urban planning concept for it. The winner of the competition was Marks Engineering LLC, as follows from the materials on the government procurement website.

Medical director of the Association of Health Tourism and Corporate Health, Mikhail Danilov, believes that depending on the technical condition, the cost of reconstruction of Neftyanik Kuban can range from 1.5 billion to 15 billion rubles. Finding an investor for a sanatorium will likely be a difficult task: starting such a project will require a complex combination of competencies, he warns.

Zoya Galeeva, managing partner of the Center for Working with Troubled Assets, calls an audit of the unfinished sanatorium “Neftyanik Kubani” a mandatory stage of joining the “Vysoky Mys”. The results of the work can affect both the intention to conclude a deal and its terms, she warns. Among the risks, Ms. Galeeva highlights previously completed technical transactions, agreements with affiliated or unreliable persons: they may be declared invalid, become the reason for claims by the tax authorities, and third parties may present them.

The transformation of “Neftyanik Kuban” into “Vysoky Mys” is one of the projects of “Tourism.RF” in Anapa. The state corporation is creating the New Anapa resort. The project is planned to be implemented near the village of Blagoveshchenskaya. The beach strip is planned to be 17 km long, and 15–25 thousand new hotel rooms should appear here. In the spring, Turizm.RF concluded agreements to develop a master plan, urban planning solutions, and engineering surveys for it. The total cost of the three agreements is 416.4 million rubles.

The general director of the tour operator Dolphin, Sergei Romashkin, calls Anapa a popular destination among tourists: this year the flow to the resort may increase by 15%, to 3.5 million people. New hotels with the all-inclusive concept, according to the expert, show good occupancy already from the first year of operation.
