The restart of the Togliatti-Odessa ammonia pipeline, through which the transit of ammonia was stopped on February 24, may take place as part of the implementation of the “grain deal”. Sergey Vershinin, deputy head of the Russian Foreign Ministry, spoke about this, noting that transit should not be “furnished with any preconditions.”
“There is a documentary basis for the export of ammonia, including through the Black Sea. In particular, this concerns the Togliatti-Odessa ammonia pipeline. … According to available information, the pipeline is in good condition and can technically be restarted,” Mr. Vershinin told RIA Novosti. He clarified that the provision on the unhindered supply of fertilizers and related raw materials, including ammonia, is contained in the Istanbul agreements of July 22.
Togliattiazot suspended the transit of ammonia through the territory of Ukraine on the day the hostilities began, February 24. In September, Ukrainian President Volodymyr Zelensky spoke against the supply of ammonia from Russia through Ukrainian territory and noted that he could allow transit only in exchange for prisoners of war.
On November 2, Russia returned to participation in the “grain deal” (5 days after it left). One of the main requirements of Russia in the framework of the implementation of the grain agreement is the removal of restrictions on the export of food and fertilizers.
