The Russian Federation may transfer the Chelyabinsk Electrometallurgical Plant to Rostec – Kommersant

The government began discussing the prospects for the industrial assets of Yuri Antipov and his family, which were transferred to the state following a claim by the Prosecutor General’s Office about the illegality of privatization, sources said RBC. According to RBC, the transfer of the state corporation’s assets will occur after they are transferred to the balance sheet of the Federal Property Management Agency. After this, Rostec must choose the “most effective investor-partner,” retaining a blocking stake (25%) in the ownership structure. It is assumed that President Vladimir Putin’s order to move the enterprise outside the city will be carried out at the expense of the investor. As one of RBC’s sources noted, the scheme is at the discussion stage, but for Rostec “these are absolutely understandable assets, completely of their profile.”

According to RBC, several contenders have been involved in negotiations on assets. Among them are the founder of the Russian Copper Company Igor Altushkin, the co-founder of the Ural Mining and Metallurgical Company Andrey Kozitsyn, structures associated with Dmitry Pumpyansky and the general director of the Ural Steel Management Company Denis Safin.

State Secretary – Deputy Minister of Industry and Trade Viktor Evtukhov only said that his department, the Federal Property Management Agency and regional authorities ensure the sustainability of enterprises as a single group, preservation of employment and environmental modernization. According to him, for the further development of the group, a strategic investor “with experience in implementing investment projects specifically in the field of metallurgy” will be attracted.

At the end of February, the Arbitration Court of the Sverdlovsk Region satisfied the claim of the Prosecutor General’s Office of the Russian Federation for the seizure of three enterprises of the Chelyabinsk Electrometallurgical Plant OJSC group into state ownership. The process took place behind closed doors and ended less than a month after the lawsuit was filed. Supervision proved that the privatization of ferroalloy plants in the 1990s was illegal, and then the enterprises came under the control of residents of unfriendly countries. Representatives of the metallurgical holding insisted on the legality of privatization.
