Press Secretary of the Russian President Dmitry Peskov said that the Russian Federation continues its dialogue with countries whose banks refuse to service cards of the Russian Mir payment system due to the threat of sanctions. According to him, the parties are discussing minimizing the risks of financial structures of these countries falling under sanctions.

“Countries are afraid of both primary and secondary sanctions against their financial structures. We continue the dialogue with these countries in order to minimize such risks,” the press secretary answered the question of what the Russian authorities are doing in response to the actions of foreign banks. Dmitry Peskov emphasized that the refusal to service Mir cards by foreign banks is a consequence of overt pressure and threats from the United States.

On February 23, 2023, the United States imposed sanctions against the operator of the Mir payment system, the National Payment Card System (NSCP). After this, payment systems refused to service Mir cards Kyrgyzstan And Armenia. Several banks in Kazakhstan also reported that they had stopped accepting Mir cards. In NSPC statedthat foreign banks make decisions on their own to refuse to work with the Russian payment system. Bank of Russia to solve the problem is considering the possibility of expanding the ATM network of Russian banks and their POS terminals in countries that have refused to service Mir cards.
