The Prosecutor General of Russia found it impossible to completely abandon the state control of business

A complete rejection of state control over business in Russia is impossible, Prosecutor General of the Russian Federation Igor Krasnov said at a meeting with entrepreneurs in the Orenburg region.

“I think everyone heard the position of President Vladimir Vladimirovich Putin on this matter, that there should be no inspections (of business), with the exception of those facilities where there is a high risk of causing injury to people or possible harm to the environment. I think this is absolutely correct. But it is impossible to completely abandon state control,” leads his words “Interfax”.

At the same time, the official emphasized that it is necessary to shift the vector of business inspections towards the prevention of violations.

During the SPIEF 2023 plenary session, Vladimir Putin touched upon the problem that there is a “substitution of concepts” in the field of business inspections, as instead of control and supervisory authorities, law enforcement officers began to come to entrepreneurs. In this regard, Putin called on the government, together with the Prosecutor General’s Office and the Ministry of Internal Affairs, to additionally enshrine in the legislation the rule that inspections should be carried out only by relevant departments.

At the same time, the president proposed canceling business inspections if they are not associated with high risks of harm to humans and the environment. He noted that in Russia their number has already decreased significantly. In 2022, there were 339,000 screening events, which is 20% less than in covid 2020 and almost five times less than in 2019.

Later, Russian Prime Minister Mikhail Mishustin said that the government would legislate the norm for conducting inspections of entrepreneurs only for relevant departments.
