At the meeting, deputies of the legislative assembly of the Primorsky Territory adopted an appeal to the regional governor Oleg Kozhemyako “on the issue of the priority of coal transshipment in specialized ports when distributing the capacity of the Eastern railway range.”

The document indicates that the key reasons for underutilization of seaports, both specialized and universal, are infrastructure restrictions on the railway network.

“The introduction of prioritization will not eliminate these reasons, but will only lead to a redistribution of freight flows in certain directions, in particular on the Eastern railway range. As a result, the total volume of transported/handled cargo will not change. The redistribution of the cargo base between marine terminal operators will lead to a decrease in competition, an increase in the cost of cargo and their cost to end consumers,” the statement says. treatment.

It is also argued that a decrease in the flow of coal to the universal ports of the Far East will create tension in the employment market for tens of thousands of workers (including related contractors and family members) and will reduce tax payments to the Russian budget by 4-5 billion rubles. Deputies of the Legislative Assembly of Primorye proposed to “return the initiative of Vostochny Port JSC for detailed study with the participation of stevedores of the Far East.”

Earlier, the regional legislative assembly received a corresponding appeal from the heads of a number of stevedoring companies in the region – in particular, from the general director of Nakhodka Sea Commercial Port JSC Grigoriev, Primorsky Plant JSC Pavlenko, Astafiev Terminal JSC Vladimirov.

As Kommersant reported, the Russian government proposes to give priority when transporting coal to cargo flows sent to specialized coal terminals, since they carry out transshipment faster and more technologically than universal ones. The decision is related to the complaint of the ex-owner of Kuzbassrazrezugol Andrei Bokarev that the Vostochny Port connected to him is less than 50% loaded, while half of the coal transportation goes to non-core terminals in the Far East.
