Dmitry Gorshkov, General Director of the JIC, added that the Passenger Taxi information system was developed partly by the resources of the center itself, and partly by an IT company involved in a tender (he did not disclose the name). The development, according to Gorshkov, took about 10 months.

According to Stanislav Shvagerus, head of the Competence Center of the Taxi International Eurasian Forum, FSIS is necessary to ensure compliance with the requirements of the new federal law No. 580 “On organizing the transportation of passengers and luggage by passenger taxis”, adopted in December last year and coming into force in September 2023 “The law provides, in particular, for the creation and maintenance of registers in each region. Separately, an agreement must be concluded with the aggregator (not yet determined by the Ministry of Transport of Russia – in paper or electronic form). And an entry should be made in the regional register for the car on which the transportation is carried out, ”says Schwagerus.

Sergey Semyonov, Director of the Department of State Policy in the Field of Automobile and Urban Passenger Transport of the Ministry of Transport, noted that all valid permits for taxi transportation (issued for a specific car, there are more than 450,000 of them today – Vedomosti) will continue to be valid after September 1. “For people who have received permits, nothing will change. Those who do not have permits will need to obtain them in accordance with the current procedure,” he said.

The connection of regions to the FSIS, according to Gorshkov, will begin on August 20. And downloading the entire registry “of several thousand entries” takes only about 30 minutes, he notes. In test mode, interaction in terms of downloading data, according to him, is already underway today with 73 regions.
