According to the publication, the draft resolution proposes to allow the launch of drones over populated areas, but only at an altitude of up to 150 m, in direct line of sight from an external pilot and in special areas for drone flight. According to the document, the Ministry of Transport will establish these zones on the proposal of the regional authorities.
At the same time, according to the rules proposed by the ministry, drones lighter than 30 kg and within line of sight will no longer need to submit a movement plan. Now the relevant plan must be submitted to local governments.
Outside the zone established by local authorities or above 150 m, a drone can fly only if it is provided with two-way radio communication with the air navigation authority, Izvestia specifies.
