The Ministry of Transport explained plans to collect data on passengers with the requirements of the Convention

Deputy Minister of Transport Dmitry Bakanov responded to information from Kommersant that from September 1, air carriers may be required to transfer data on bank cards, IP addresses, telephone numbers, email addresses and account passwords to a single database. According to him, this is necessary in connection with changes to the Convention on International Civil Aviation, which were introduced at the end of 2022.

As Mr. Bakanov noted, the new order does not oblige carriers to collect additional information about passengers, in addition to what is “indicated when purchasing a ticket.” “This list of information is provided only if it is actually recorded in the airline’s information system. In other words, the order is the legal basis for this information to be transferred by carriers to automated centralized databases of personal data of passengers,” he added.

At the same time, according to Kommersant’s sources in airlines, the problem is that most of the passenger’s information, including about means of payment, is not stored, but is recorded in booking systems – that is, formally, according to the order, it will be subject to transfer to the database .

Dmitry Bakanov noted that in a number of countries, airlines are already legally required to provide the authorized authorities of these countries with “extended information on passenger reservations.” At the same time, the list of information proposed by the Ministry of Transport is “less than that required by many other countries.” The draft order of the Ministry of Transport passed public discussions in 2023 and was agreed upon by interested departments. “Government information systems have a full set of mechanisms to ensure the security of stored information,” added Mr. Bakanov.
