The Ministry of Natural Resources has prepared a project that introduces rates for the lease of forest plots and a reduction factor for them in the territories of the Donetsk and Lugansk People’s Republics (DPR and LPR), as well as in the Kherson and Zaporozhye regions. The representative of the ministry said that the document was developed after the appeal of the Deputy Prime Minister of the DPR Vladimir Yezhikov to the head of the Ministry of Natural Resources Alexander Kozlov.
“This was done to organize effective work in the field of forest relations and integration processes into the legal field of the country,” the Vedomosti in the department. His representative added that a reduction factor, which actually reduces the standard rental rates by 10 times, should be established to improve the situation in the forest industry of the annexed regions. It will be valid until January 1, 2026.
According to the project, forest lease rates and payment for harvesting forest resources are necessary to determine the damage caused to forests, as well as to make it possible to conclude forest lease agreements. With the “stabilization of the political and socio-economic situation”, residents and companies will be able to rent forest plots to create hunting, fishing farms or grow berries, ornamental plants and tree seedlings on them. The Ministry of Natural Resources also proposed to introduce a rate of payment for the harvesting of forest resources – in particular, brushwood, birch bark and spruce, or “trees of other coniferous species for the New Year holidays.”
As Kommersant reported, the Russian timber industry is recovering from the shock associated with sanctions and the loss of Europe as a key export market. The stabilization of logistics and the weakening of the ruble in 2023 helped the most affected segments of sawn timber and wood processing.
