The Ministry of Internal Affairs opposed the experiment on the online sale of wine through the Russian Post

The Ministry of Internal Affairs (MVD) of Russia opposed the experiment on the online sale of wine through the Russian Post. Previously, this document was approved by the government of the Russian Federation.

“The bill does not take into account the existing ban on the sale of alcoholic products to minors, since the purchase via the Internet is non-public, which means that alcohol can be ordered, including by minors,” the Ministry of Internal Affairs said (Kommersant has it).

The law enforcement agency calls another risk of online delivery of wine through the Russian Post that alcohol can be delivered to a territory where its sale is prohibited, for example, to schools. In addition, the ministry notes that the bill does not take into account “regional restrictions on the place and time of the sale of alcoholic beverages.” The Ministry of Internal Affairs also believes that the online sale of wine could result in “assaults and illegal actions” against Russian Post employees delivering alcohol.

An experiment to sell wine online through the Russian Post should start On November 1, 2023, the draft law on its implementation has already been approved by the Russian government. According to document it is planned to allow online trade only for Russian still, sparkling and fortified wine. The list of producers, whose wine will be sold, should be compiled by the Ministry of Agriculture. The Russian Post will deliver the wine to a specific address or to the post office specified by the buyer. Delivery will be possible no earlier than 24 hours after the order. It will be possible to get alcohol only with a passport.

Comments on the project were, in particular, from the Ministry of Economy, the Ministry of Health, Rospotrebnadzor, the Ministry of Digital Development and the Federal Antimonopoly Service (FAS).
