The Russian Ministry of Industry and Trade has developed project resolution, which proposes to increase the discount when purchasing an electric car under the preferential car loan program to 35% from October 1. The size of the discount should not exceed 925 thousand rubles, reported press service Ministry of Industry and Trade.
“The draft resolution implies the establishment of a certain budget limit from 2024, provided specifically for the sale of electric vehicles under the preferential car loan program. In addition, it is proposed to increase the discount on the purchase of an electric vehicle to 35% (but not more than 925 thousand rubles) from October 1, 2023,” the ministry said in a statement.
The resolution also proposes to establish requirements for the availability of points for localization for cars that fall under the conditions of the state preferential lending program. To get into this program in 2024, a car must score at least 1.6 thousand points, in 2025 – at least 2 thousand, in 2026 – at least 2.5 thousand. The requirement must come into force on January 1, 2024 , noted in the Ministry of Industry and Trade.
The level of localization is the share of production processes carried out in the country, as well as the volume of use of local components and raw materials. According to current legislation, the level of localization must be taken into account when signing government contracts. The assessment system was introduced in 2019. For example, you can get up to 1.5 thousand localization points for painting and stamping body parts.
In addition, the ministry’s resolution makes adjustments to the mechanism for selecting banks eligible for subsidies to issue preferential car loans, the press service added.
Currently, the preferential lending program for electric vehicles includes models from the Russian brands Moskvich and Evolute.
