The Ministry of Industry and Trade of Russia proposes to allow the storage of explosive fertilizers (ammonia, methanol, ammonium nitrate and potassium nitrate) in Russian seaports, reports RBC with reference to the draft law developed by the department. Now the Water Code of the Russian Federation prohibits placing these substances in seaports.
Initially, as written “b”, the draft law was developed by the Ministry of Industry and Trade in April, but then questions arose about the initiative and it was sent for revision. Now, according to RBC sources, the ministry’s proposal has received preliminary approval from the federal government. After the official receipt of a positive response from the cabinet, the bill will be submitted to the State Duma for consideration.
If the initiative of the Ministry of Industry and Trade is approved, chemicals will be allowed to be placed in specialized storage facilities on the territory of seaports, but outside the borders of coastal protective strips. The amendments also refer project documentation for such special storage facilities for ammonia, methanol, ammonium nitrate and potassium nitrate to the objects of the state environmental expertise of the federal level, that is, a positive conclusion of the state expertise will be required for the implementation of such projects.
It is also proposed to adopt an amendment stating that during the construction of special port storage facilities for saltpeter, ammonia and potassium nitrate on the territory of ports, requirements must be observed that exclude harm to human health and the environment (now this is not spelled out in the legislation). The department noted that the draft law is aimed at developing the Russian economy and creating the necessary logistics infrastructure.
