The Ministry of Health noted that in 2023, revenues from paying excise taxes on nicotine-containing liquids produced in Russia and imported into the country to the federal budget are estimated at 3.6 billion rubles. In 2024, according to forecasts, the budget will receive 12.1 billion rubles from excise taxes, in 2025 – 12.6 billion rubles, in 2026 – 13.1 billion rubles.
The introduction of a ban on the sale of liquids will result in lost federal budget revenues of more than 12 billion rubles. annually, and the sources of compensation for these funds have not been identified, the department emphasized. The document also notes that the ban “facilitates the illegal circulation of products without paying excise duty.”
