The Ministry of Finance of the Russian Federation has prepared a draft order to reduce the minimum price for ethyl alcohol from food raw materials from 68 to 55 rubles. for 1 liter, follows from his message. It says that such a measure will allow producers of ethyl alcohol “to adapt more flexibly to changing market conditions following the reduction in the cost of such products.” Due to the high harvest in 2022, there was a decrease in grain prices in the domestic market, the Ministry of Finance explained. At the end of the 2022/23 season, Russian agricultural producers harvested a record 159 million tons of grain. As a result, according to the Prozerno analytical agency, at the end of July, for example, wheat of the 4th grade cost 12,745 rubles. per 1 ton, which is 8.4% lower than last year.
Experts believe that the reduction in the minimum price for ethyl alcohol will lead to a reduction in the cost of vodka production. In particular, this is pointed out by Denis Puzyrev, an independent expert on the alcohol market, and Vadim Drobiz, director of the Center for Research on Federal and Regional Alcohol Markets. The first one says that such a measure will help support large vodka producers. Now the leading positions in this market are occupied by Tatspirtprom (brands Tundra, Russian Currency, Khanskaya), Beluga Group (Beluga, Belenkaya, Russian Ice), Siberian Alcohol Group (ASG; Belaya Birch) , “Five Lakes”, “Husky”), the state holding “Rosspirtprom” (“Kapel”), etc. A representative of the ASG told Vedomosti that the savings from lowering the price of purchasing alcohol will compensate for the increase in the cost of components dependent on the exchange rate (paper, closures), and will also partially cover the costs of manufacturers from the excise increase, which is expected in early 2024. As a result, this will allow the ASG to maintain the level of retail prices for the end consumer, he specified. In other companies, Vedomosti did not respond to inquiries.
