The Ministry of Finance will prepare a draft mandatory fee from businesses in the near future

The Ministry of Finance of Russia announced the preparation of a draft law on mandatory tax collection from additional business profits (windfall tax). This was announced by the Minister of Finance Anton Siluanov, writes TASS.
“We are waiting for the result of the first quarter in order to adjust the rate to the levels of budget revenues that we agreed with the business. In the near future, such information will be sent to the Ministry of Finance of the Russian Federation. In the near future we will prepare a legislative initiative,” the minister said.
In mid-March, Siluanov announced that the contribution rate from additional business profits for 2021-2022 would be will be about 5%. Then the minister noted that the provisions on the mandatory fee will enter into force in 2024, while it will be possible to pay the fee this year as well – the ministry expected to receive taxes in the amount of about 300 billion rubles.
Elena Anisimova, Senior Analyst at the ACRA Group of Sovereign and Regional Ratings, told Vedomosti that, according to statistics for 2021, more than 2,000 companies fall under the criteria announced by the Ministry of Finance. At the same time, according to her assessment, oil and gas companies and coal mining companies may be excluded from this list, for example, “Gazprom“,”Lukoil”, “Yamal LNG”, etc.
According to the first vice chairman of the board Sovcombank Sergei Khotimsky, despite the difficulties in connection with falling under Western sanctions, the decision of the state will still be implemented. “It is clear that this option is the result of compromises,” Khotimsky said at the time.
