The Ministry of Finance has developed a draft resolution, according to which budget money for the restoration of new regions (DPR, LPR, Zaporozhye and Kherson regions) will be allocated according to a simplified scheme. The draft document is available at portal normative-legal acts.
The Ministry of Finance believes that these measures will help speed up the delivery of budget money for the restoration of infrastructure. The document will establish uniform rules for the allocation of interbudgetary transfers for special purposes. The funds will be allocated according to a scheme similar to the scheme for providing one-time assistance to the regions from the government’s reserve fund.
The document also establishes the conditions for the return of transfers. Funds must be returned if the region has not reached the goals for which they were allocated by the end of the year. You can not return them if “force majeure circumstances” have occurred, for example, if a regional or local emergency response level has been introduced.
The decision on the allocation of funds will be made by the government: to give permission for the allocation of assistance up to 10 billion rubles. there will be a working group for the implementation of a special infrastructure project, more than 10 billion rubles – the prime minister.
In March the government approved a project to create a free economic zone in new regions. This regime introduces a special taxation regime, subsidies for reimbursement of interest rates on loans and a free customs zone.
