The Ministry of Finance proposes to bring excise rates on nicotine-containing liquids to the level of excise taxes on cigarettes. This was reported to journalists by Deputy Finance Minister Alexei Sazanov. According to him, now this proposal is being discussed in the government.
“We simply proposed to index rates for nicotine-containing liquids and sticks, gradually bringing them up to rates for cigarettes, that is, we proposed to index them by an average of 25-30%,” said Mr. Sazanov (quoted from “RIA News”).
In September 2022, the State Duma adopted in the first reading a bill that involves the introduction of a combined excise rate on disposable electronic cigarettes (vapes). According to the document, in 2023 the rate will have to be 64 rubles. for the device, as well as 18 rubles. per ml.
In November, the Ministry of Finance proposed to set the excise rate on vape liquids at the level of 33 rubles. per ml, but waive the tax on the device itself. The current minimum excise rate on cigarettes and cigarettes in Russia is 3333 rub. for 1 thousand pieces. From January 2022, the rate on cigarettes and cigarettes increased by 4%, up to 2454 rubles. for 1 thousand pieces plus 16% of the estimated cost.
According to Fedotov Group experts, in 2021 the Russian market will officially delivered 23.5 million devices, and the total market for electronic cigarettes is about 250 million pieces.
