The Ministry of Finance of Russia proposed to increase the cost of federal special brands for alcoholic products (FSM) from 1890 rubles. for 1000 pcs. excluding VAT up to 2050 rubles. Project government decree with these changes is published on the portal of draft regulations.
Changes are proposed to be made to the Decree of the Government of the Russian Federation of December 29, 2020, while the period from which it is proposed to increase the value of the stamps is not specified.
The explanatory note to the document notes that the price increase is due to an increase in the inflation rate in 2021-2023. in the amount of 28.5%, a multiple increase in prices for raw materials and materials, wage indexation by 12%, as well as an increase in the cost of delivering products due to a 10% increase in tariffs.
“Thus, the cost of FSM for labeling alcoholic products will increase by 160 rubles (8.5%) per 1,000 units, excluding VAT,” the document says.
Mandatory marking with federal special stamps subject to alcoholic products produced on the territory of the Russian Federation or imported into the country, including from the member states of the Eurasian Economic Union (EAEU). The FSM includes a two-dimensional bar code, which is applied by Goznak, containing the identifier of the unified state automated information system in coded form.
According to the results of the first quarter, alcohol production (excluding beer, cider, etc.) in Russia has grown by 0.1% compared to 2022 and amounted to 38.5 million decalitres. At the same time, the production of vodka fell by 8.5% to 15.9 million decaliters, and cognac – by 1.1% to 1.85 million decaliters. The production of champagne in Russia increased by 14.4% to 2.5 million decalitres. The production of alcoholic beverages with a strength of up to 25% decreased by 98.7% to 6600 decalitres. The production of alcoholic beverages with a strength of more than 25% amounted to 3.049 million decalitres (+24.8%).
