The Ministry of Finance has developed a draft resolution that allows unscheduled inspections of jewelry companies if their products were confiscated in the course of operational-search activities. In Russia, a moratorium on inspections has been in effect since 2022, they are allowed only in exceptional cases.
Ministry of Finance reported “Izvestia”that we are not talking about tightening control of the industry. The agency expects that the granting of powers to the Federal Assay Office will counteract the growth in the number of violations in the production, use and circulation of precious metals, precious stones, as well as products made from them.
The draft resolution notes that in 2022, 126 scheduled inspections were canceled due to the moratorium. Administrative cases were not initiated on 83 inspections. At the same time, from 2021 to 2022, law enforcement agencies sent 94.2 thousand pieces of jewelry to the Federal Assay Office for inspections. The Federal Assay Chamber told Izvestia that due to the moratorium, the possibilities for bringing to justice are limited in cases where law enforcement agencies record a violation of the law and seize counterfeit products.
