The Ministry of Finance has prepared a negative review of the bill banning the sale of alcohol in shops and cafes on the ground floors of residential buildings. The newspaper reported this “News” with reference to sources. According to her, the review of the Ministry of Finance has already been supported by the Ministry of Economy, the Ministry of Industry and Trade and the Ministry of Justice.
The bill suggests that points selling alcohol on the ground floors of residential buildings can be closed based on the results of a general meeting of residents. However, as Izvestia writes, the Ministry of Finance believes that residents of houses can abuse this right: in particular, prohibit some businessmen from working and allow others in exchange for preferences.
In addition, the Ministry of Finance was confused by the fact that the bill would essentially allow the general meeting of owners to dispose of non-residential premises, regardless of what form of ownership it is in.
The bill was developed by a group of deputies together with the head of the New People faction, Vladislav Davankov, and submitted to the State Duma at the end of July. Deputies proposed allowing the general meeting of owners to prohibit the operation of shops and cafes in non-residential premises of houses if more than 50% of residents vote for it.
