The Ministry of Finance exceeded the plan for the placement of OFZ in 2022

The Russian Ministry of Finance has exceeded its original borrowing plan for 2022 by issuing federal loan bonds (OFZ). Since the beginning of the year, the ministry has placed government bonds totaling 3.281 trillion rubles. Initially, the volume of state domestic borrowings in the current year was set at 3.26 trillion rubles.
In the first three quarters of this year, the Ministry of Finance managed to sell securities for only 138.08 billion rubles. at par, and the bulk of OFZ placements took place in the fourth quarter of 2022 – 3.143 trillion rubles. At the same time, from mid-February to mid-September, primary auctions for the placement of government bonds were not held.
Basically, the borrowing plan was fulfilled due to the high demand of domestic investors for floating rate bonds. OFZ placement record in one auction day was fixed November 16th. Then, at three primary auctions, the Ministry of Finance placed 823.02 billion rubles.
The second record for attracting funds in terms of the volume of placement of securities was recorded on December 7, when the Ministry of Finance placed OFZs for 808.778 billion rubles at three auctions.
In the Russian budget for 2022-2024, the volume of net attraction in the domestic market through the issuance of OFZs this year was planned at the level of 2.199 trillion rubles. Gross volume of borrowings, taking into account repayments of 1.06 trillion rubles. in 2022 was supposed to amount to 3.26 trillion rubles.
