The Russian Ministry of Finance does not intend to increase the domestic borrowing program in 2023. In December 2022, a representative of the ministry announced plans to implement a borrowing program in 2023 with a nominal amount of 3.5 trillion rubles. At the beginning of 2022, Finance Minister Anton Siluanov said that the ministry did not plan to enter the domestic or foreign borrowing market in 2022.

“The program for 2023 with a nominal amount of 3.5 trillion, we plan to implement it in the traditional conservative way for the Ministry of Finance, offering the entire range of instruments available to us,” Deputy Finance Minister Timur Maksimov said on December 8 at the XX Russian Bond Congress Cbonds (quote from TASS). In the near future, Russia does not plan to enter either external or domestic loan markets, Mr. Siluanov said in an interview in April 2022 “Izvestia”.
