Finance Minister Anton Siluanov confirmed that his department has submitted a proposal to the government to change the conditions for issuing preferential mortgages. As reported by a number of Russian media sources, the ministry proposes to increase the minimum down payment to 30%.

The minister believes that regulators must make “informed, balanced decisions” so that the market develops, but “without sharp jumps up and down.” In this regard, the Ministry of Finance proposed “elements of market stabilization so that there is no volatility in this sector.”
