The Ministry of Finance allows mandatory contributions from businesses to the budget

Deputy Finance Minister Alexei Sazanov admitted that large businesses may be required to make contributions to the budget in the windfall tax format. However, he did not rule out that contributions could be voluntary, as discussed earlier. According to him, this issue is still being discussed. He also assured that the new collection mechanism would not affect existing taxes.

“Existing taxes will not be affected. In what form this payment will be made – this needs to be discussed with the business, we will enter into a consolidated position with them. But this will definitely not be a change or increase in some existing, existing taxes. Some kind of fee may be introduced here,” Mr. Sazanov said at a briefing.

According to the deputy head of the Ministry of Finance, the best option for companies would be the introduction of fees. Alexey Sazanov stressed that first you need to decide on the size of the payment, and then on the form of its implementation. “That is, it can be a mandatory payment, it can be voluntary,” he explained.

On February 8, First Deputy Prime Minister Andrey Belousov announced that the Russian government is discussing with big business a voluntary contribution to the budget in the windfall tax format. According to The Bell (recognized by the Ministry of Justice as a foreign agent), the government offered businesses to make a one-time payment to the budget of 200-250 billion rubles. The Russian Union of Industrialists and Entrepreneurs, according to the publication, proposed to increase the income tax of Russian companies from 20% to 20.5% in 2023.

According to the preliminary estimate of the Ministry of Finance, the budget deficit this year will amount to 3 trillion rubles. By the end of January, it had already exceeded 1.5 trillion rubles. — 60% of the maximum possible values.
