In 2024, the authorities may extend excise taxes to all alcohol produced in Russia, including medical alcohol, in order to solve the problem of the “shadow” market. This was announced by Deputy Minister of Finance Alexey Sazanov. According to him, additional budget revenues from this measure are expected to range from 15 billion to 20 billion rubles.

“The tax period for excise taxes is a month, so the tax does not have to be introduced from January 1. This could be either February 1 or March 1. This year, of course, we won’t introduce it, but next year it’s possible,” said Mr. Sazanov “RIA News”.

The timing of the introduction of the measure, Alexey Sazanov noted, depends on the development of a mechanism that will avoid increasing prices for “socially important medications.” For this purpose, it is planned to introduce subsidies for manufacturers of certain types of drugs.

The fact that the Ministry of Finance supports the idea of ​​placing an excise tax on all alcohol, said head of the department Anton Siluanov. He clarified that, together with the Ministry of Health, the issue of targeted subsidies is being developed to prevent the increase in the cost of medicines. On September 29, it became known that the government proposes to triple the excise tax on wine from May 1, 2024. The authorities believe that a 25% increase in prices for some alcohol will redirect consumer interests towards low-alcohol drinks. Russian winemakers expect an improvement in the market balance after an increase in the excise tax on wine.
