The Russian Ministry of Energy is considering the possibility of exempting small and medium-sized oil refineries (ORs) from the protective duty, but there is no concrete decision yet. This was announced by the head of the department Nikolai Shulginov.
“The topic is being discussed, no decision has been made yet,” said Mr. Shulginov, answering a question about the possibility of revising the conditions for small and medium-sized refineries (quoted from RIA Novosti).
The protective duty was introduced in October 2023 to prevent gray exports and stabilize fuel prices, which rose sharply in September last year. Exporters who do not have their own oil refining production facilities are required to pay 50 thousand rubles. per ton of fuel.
At the end of November 2023, business asked exempt small and medium-sized refineries with a capacity of less than 1 million tons per year from paying protective duties on the export of petroleum products. A letter from the chairman of Business Russia, Alexey Repik, to Deputy Prime Minister Alexander Novak indicated that these enterprises are focused exclusively on exports, and the new fee limits or completely closes their ability to work in foreign markets.
