“Kommersant” got acquainted with the document “Strategic Direction of Digital Transformation of the Branch of Science and Higher Education”, published by the Ministry of Education and Science on GAIS “Upravlenie” on August 4. It lists the challenges facing the industry and plans to launch digital services to address them. Among the problems are the ban on the international exchange of experience in the field of high technologies with Russian scientific and educational institutions, the rise in the cost of paid higher education for citizens, as well as “intellectual emigration, or, in other words, the relocation of a large number of research specialists abroad.”

In addition to the launch and development of digital services that should automate admission to universities, the transfer of services to the Gostech platform, etc., the strategy involves the development and launch of systems based on big data, AI and predictive analytics that systematize labor market analysis and development “customized educational plans”. We are talking about the “Scrub” system – it should, by automatically collecting data from various sources, provide universities with the situation on the labor market, a forecast for changes in demand for personnel over a five-year horizon, and also compare the competencies of graduates with the requests of employers.

The second project, Serafim, involves the creation of a Russian AI framework (a set of tools for product development) that will allow universities to design educational programs: “Research teams receive a domestic tool for developing AI models for research, attracting interdisciplinary specialists and scientists.” Judging by the document, the development and operation of both tools will cost 6.4 billion rubles. until 2030.

The Ministry of Education and Science explained to Kommersant that the document “is at the stage of interdepartmental coordination with the responsible federal executive authorities.”

The problem of adjusting curricula at the request of employers is confirmed in universities. Forecasts of changes in the labor market are made by analysts and hr-services, but their planning horizon is shorter – a year or two, not everyone will dare to risk five years, notes Irina Bibik, head of the SimbirSoft QA department: “The predictive model is real, if you do not refer to such a forecast as a 100% truth: there are a lot of factors, the totality of which no model can predict.” It is technically possible to analyze and predict changes in the labor market, Dmitry Babchuk, the information security director of Ultimate Education, objects: “For this, you can use data from job search services and educational projects. Analyzing new areas of study, the demand for specialists and pay, it is possible to build correlations with a high degree of probability.” But the expert admits that on the horizon of five years, “such studies may have errors.”
