The Ministry of Digital Development will propose limiting the circle of IT companies with zero income tax

The Ministry of Digital Development of the Russian Federation expects that the income tax benefit for IT companies will remain in effect after the end of 2024. However, the ministry plans to propose limiting the number of companies that are granted this benefit. This was announced by the head of the Ministry of Digital Development, Maksut Shadayev. Financial departments, the minister said, doubt the advisability of maintaining benefits due to the high profits of IT companies.

“We have a hypothesis related to the fact that in general, companies, by investing additional funds in the development of their business, eventually either compensated for the shortfall in taxes, or came close to comparable figures,” Mr. Shadayev said at a meeting of the State Duma Commission on Information Policy (quote from “Interfax”). According to the minister, the option of maintaining the benefit only up to a certain revenue ceiling will be considered.

During the same meeting, Mr. Shadayev reported, that over the past 2023, the revenue of Russian IT companies grew by 43% and reached 5.5 trillion rubles. Among the reasons for this growth, the minister named the effective development of domestic solutions and their implementation.

On March 20, the government lifted the moratorium on antimonopoly inspections of IT companies, which had been in effect since March 2022.
