The Ministry of Digital Development of the Russian Federation has prepared a draft government decree, according to which all telecom operators will be required to provide Roskomnadzor (RKN) with the data of their subscribers. The document is currently undergoing public comment.

“It is proposed to establish a requirement to submit to the information resource of Roskomnadzor in the form of a hash code information about the last name, first name and patronymic (if any) of the subscriber and the user of the subscriber’s communication services – a legal entity or an individual entrepreneur,” the text says. documentwhich is posted on the Federal portal of regulatory legal acts.

According to the project, operators will also have to transfer to Roskomnadzor information about the date of conclusion and termination of the contract with subscribers. In addition, it is proposed that operators be required to provide the RKN with a list of subscriber numbers allocated to commercial companies and individual entrepreneurs who have concluded contracts for the provision of communication services.

Earlier in June operators obliged notify Roskomnadzor when transferring personal data of Russians to any country. They must also make sure that the foreign partner will be able to maintain the confidentiality of the transferred information and ensure its protection during processing. Within 10 days, Roskomnadzor has the right to prohibit the transfer of such data, if the ban is not imposed during this period, then the data can be transferred.
