The Ministry of Digital Development has proposed a set of measures that will make the pre-installation of the Russian Rustore application store mandatory, even if their installation is not provided or prohibited by the software copyright holder. As stated in the explanatory note to the project, these measures are necessary “to prevent manufacturers of technically complex goods from pre-installing programs under the pretext of prohibiting or otherwise restricting such actions in an agreement with the owner of the operating system.”
Currently, when installing an application through Rustore, the user’s consent is requested, since the application is not integrated with the operating system of the device. Integration is needed to receive correct push notifications and automatic updates.
The project, developed by the Ministry of Digital Development, also provides for the mandatory installation of Rustore on tablets and Smart TVs. In addition, the project provides for the mandatory pre-installation of the Chestny Znak application.
In December 2022, Maksut Shadayev, the head of the Ministry of Digital Development, said that the department was working on creating a Digital Markets Act similar to the European one, which obliges Apple to give permission to install third-party marketplace applications.
