The Ministry of Construction did not propose to subsidize preferential mortgages at 1% for house kits within the framework of individual housing construction (IHC) using escrow accounts. “In reality, we are talking about subsidizing loans to contractors in the amount of 1% during the construction of an individual residential building using an escrow account,” he clarified.
On November 29, the State Duma in the first reading adopted a bill on extending the escrow account mechanism to individual housing construction, which provides for the use of standard house designs and prefabricated house kits to standardize the individual construction market. A representative of the Ministry of Construction explained that to support the mechanism, a pilot program was approved to subsidize loans to contractors for the construction of private houses using escrow accounts.
The housing development institute Dom.RF told Vedomosti that the program in the amount of 1 billion rubles. implemented at the expense of the institute. Sberbank, VTB, Promsvyazbank, Moscow Credit Bank, Alfa Bank and RNKB will also take part in it.
