The Russian Ministry of Agriculture published draft resolution government on restrictions on the import of seeds of certain agricultural crops. We are talking about potatoes, sugar beets, sunflowers, wheat, corn and other crops.
It is assumed that the quotas will be in effect from January 23 until the end of 2024. The document was developed “for the purpose of food security” of the country and in pursuance of the presidential decree of March 8, 2022 on counter-sanctions (“On the use of special economic measures in the field of foreign economic activity to ensure the security of the Russian Federation”).
The Ministry of Agriculture will become the authorized agency for issuing quotas. Restrictions do not apply to certain types of seeds for examinations, research and educational purposes. The resolution will come into force after publication.
In May, the government approved rules for localizing seed production in Russia. Thus, foreign manufacturers were obliged to enter into joint ventures with local organizations with a non-resident share of no more than 49%.
